Hickory Woman Jailed After Blocking L.R. Blvd. Traffic 1/25/2013 10:47:17 AM
41-year-old Phyllis Hatley Watkins of 7th Avenue N.W. in Hickory was arrested by Hickory Police at about 12:45 yesterday afternoon on misdemeanor counts of resisting, delaying or obstructing a public officer and impeding traffic by sitting, standing or lying in the highway or street.
She was arrested after Police received several calls regarding a woman walking in and out of traffic and causing a disturbance at area businesses. Officers responded and found the woman on Lenoir-Rhyne Boulevard near 8th Avenue S.E. with traffic going around her.
An Officer asked her to step out of the roadway, but she refused to comply. The Officer reached for the woman’s arm, but she pulled away and cursed at the Officers. Phyllis Watkins was then taken into custody without further incident. No one was injured.
Watkins was processed at H.P.D. and then taken to the Catawba Co. Detention Facility under a $1,500 secured bond. A District Court date in Hickory was set for March 21.
