37-year-old Jesse James Carswell of Virginia Beach, Virginia, was arrested Tuesday in Burke County. He's charged on a true bill of indictment with felonious embezzlement by an employee of a charitable institution.
According to a news release issued Thursday (February 16), On August 26, 2016, Investigators with Public Safety began a probe into suspicious financial activity at The Meeting Place One, Inc. located at 301 East Meeting Street in Morganton. Authorities had been notified by board members of the organization when discrepancies where noticed in recent bank statements.
A four month investigation led investigators to multiple transactions of the organizations funds consisting of unauthorized cash withdrawals, personal purchases and the use of funds for gambling. With the cooperation of the organization’s board and financial institutions, this investigation led to the arrest of Jesse James Carswell, who at the time was a resident of Morganton.
Carswell was the Executive Director of The Meeting Place One, Inc. for the past four years and was in charge of finances during the investigated time frame of March 2015 to August 2016. The investigation examined transaction made by Carswell during that time period which included illegal use of funds at Harrah’s Cherokee Casino. Investigators estimate the amount of embezzled funds is over $100,000.
A Burke County True Bill of Indictment was issued for Jesse James Carswell on January 3. On January 31, 2017, Investigator’s with the Virginia Beach Police Department located and arrested Carswell at his new residence.
On Tuesday, Carswell was extradited from Virginia and served by the Burke County Sheriff’s Office with the true bill of indictment. He was placed in the Burke County Jail under a $25,000 secured bond. A court appearance is scheduled for March 20.
